Dear sir,

I have the honor to say that Shri Dularey Lal , P.T.C a scheduled caste candidate from District Etah was selected by the inspector of school ll circle Agra for admission to the Normal School Agra in June 1939 and was later admitted in the Normal School in the 18th July 1939.

From the 26th August 1939 The Head Master of the Normal School, Agra informed Shri Dularey Lal by the letter should have to complete the full course of two years because he did not pass his advanced anyone exam. If he committed to do so, he should leave the school.

Shri Dularey Lal joined the Normal School about 3/2 months ago and since than he has been regularly attending the classes. Under such circumstances this order will provide a very determinate of his interest.

He has passed the Primary Teachers Certificate Examination from Central training School Kurawali District Manpuri. Therefore he should as a rule receive training for one year only.

More over if he is compelled to leave the School at this time his whole career will be spoiled for nothing and the vacancy will remain unful filled as there is no other Scheduled caste candidate.

I desire to bring in your kind notice in fact that grave injustice is done to him by the order as he is not only fully qualified for The training for one year in the Normal School, Agra but he is very intelligent, hard working and in destination teacher. During the period he served as a teacher in the School his work have been quite satisfactory and Excellent as shown by the inspection notes of the Deputy Inspector of schools, Etah District.

I would therefore request your honor to kindly permit him as a special case to receive training only for one year instead of two years as he has already passed P.T.C for him. I shall be very grateful to you, sir
